How was this system chosen for the presidential elections?
Following the excellent experience during the 2021 municipal elections and the joint work with COMITIA, the country decided to take a step forward thanks to the transparency, confidence, and efficiency delivered by the system. At that time, the Organization of American States (OAS) deployed an electoral observation mission of 18 specialists from 12 nationalities, highlighting that the Electronic Single Ballot helps improve electoral processes across the Western Hemisphere and reporting full satisfaction with the overall process. The mission emphasized the relevance of implementing a new voting modality and mechanism that provides certainty, enables immediate results at the close of voting, and fully safeguards citizens’ will. “An absolutely transparent, secure process, and above all absolutely respectful of the popular will” was the mission’s main conclusion, which also helped identify and exchange best practices and cooperate in the improvement of member countries’ electoral systems. The OAS later reaffirmed this assessment in its final 2023 report. Thus, Paraguay became a flagship case in Latin America for electoral modernization. Other countries on the same path that have already used the Electronic Single Ballot developed by COMITIA in various electoral processes include Argentina, Costa Rica, and Ecuador, among others.
